Young family prioritising bills and baby, can't afford new work boots for Dad

Family consists of Mum, Dad and baby who is 11 months old. Dad is working long 12 hr night shifts to support the family with all money going into housing, bills and baby's needs. Dad's work boots are literally falling apart, with giant holes, tears and ineffective steel caps. Dad insists they are fine, however they are unsafe for his type of work as they don't completely cover/protect his toes in their current state. New steel caps boots would mean he can work safely and not feel guilty about spending the money on himself.
